Many people still have a rather outdated image of the parking attendant. The picture of the prowling parking enforcer in his or her peaked cap, navy blue slacks, hi-visibility vest and sensible shoes has long been replaced by that of the new and improved ‘civil enforcement officer’. The rather staid and busy-body image of the old parking attendant has been re-vamped and there is a new breed on the streets striking fear into the hearts of parking offenders.
Following the Traffic Management Act of 2004 the title of civil enforcement officer was first used. Along with the new name came new powers and thankfully a new uniform which is chosen by the relevant authority.
Many local authorities have brought their team of traffic and parking enforcers up-to-date with bomber jackets, baseball caps and silver striping for high-visibility. The uniforms no longer merit ridicule but give civil enforcement officers work clothes that engender respect and authority.
This mirrors the powers that have been instilled upon them which can only be exercised when wearing the uniform. Again it is a misconception that their remit is purely to hand out parking fines. They also provide the public with another point of contact when concerned about anti-social incidents. The civil enforcement officer will also report any possible criminal activity, those vehicles that do not display a tax disc and also help to reduce car crime by educating drivers who leave valuables on show. If they do witness a crime they can be key witnesses in court proceedings.
This responsible and important role should not be dismissed in an off-handed way. It has become an integral role in the enforcement of many city streets and these men and women provide a valuable service for the general public.
